Profile creation is disabled

Under my account settings https://boinc.progger.info/odlk/home.php, there is no Profile section (right around the Message Boards / Private Messages) to create/edit/delete a profile. If I go to https://boinc.progger.info/odlk/create_profile.php directly, instead, I see "Unable to handle request. Profiles are disabled".
